    The annual electricity concession provides a daily discount to eligible customers at a cents per day rate. The current concession is 176.866 cents per day.

    Eligible cards are:

    • • DHS or DVA Pensioner Concession Card
    • • DHS Health Care Card
    • • ImmiCard (Bridging Visa E)
    • • Tasmanian Concession Card (issued by Department of Communities Tasmania)

    Heating Allowance

    An allowance of $56 a year is made to eligible pensioners to assist with heating costs. Payments of $28 are made in May and September.

    The allowance is available to people who hold a:

    DHS or DVA Pensioner Concession Card.

    A single pensioner must not have more than $1,750* in cash assets and married/de facto pensioners must not have more than $2,750. *

    Life Support Concession

    The life support concession provides a daily discount to eligible customers who use an approved life support system or who live with someone who uses such a system in their principal place of residence.

    The approved devices and current rates are:

    • • Oxygen concentrator, 131.091 cents per day
    • • Peritoneal dialysis machine, 97.262 cents per day
    • • Haemo-dialysis machine, 97.262 cents per day
    • • Chronic positive pressure and airways regulator, 46.516 cents per day
    • • Continuous positive airways pressure machine, 46.516 cents per day
    • • Respirator (iron lung), 173.377 cents per day
    • • Combination oxygen concentrator and chronic positive pressure and airways regulator, 177.607 cents per day
    • • Phototherapy machine, 247.035 cents per day
    • • Left ventricular assist device, 46.516 cents per day
    • • Nebulisers (mains powered only), 13.146 cents per day

    To apply for this concession, eligible customers need to complete the Application Form and have it certified by their medical practitioner before submitting it to their electricity retailer.

    Medical Cooling or Heating Concession

    The medical cooling or heating concession provides a daily discount to eligible customers who have, or who live with a person who has, a medical condition that requires the cooling or heating of the customer’s principal place of residence to manage that medical condition. The current concession is 51.906 cents per day.

    To apply for this concession, eligible customers need to complete the Application Form and have it certified by their medical practitioner before submitting it to their electricity retailer.

  • Low Income Household Rebate

    The Low Income Household Rebate helps eligible NSW households to pay their energy bills.

    The Low Income Household Rebate provides:

    $285 (excluding GST) a year to eligible customers who hold an electricity account, or;

    $313.50 a year to eligible long-term residents of residential communities (caravan and mobile home parks) and retirement villages who receive electricity bills from their community operators.

    Eligibility

    To be eligible for the Low Income Household Rebate a person must:

    • • Be a resident in New South Wales;
    • • Be a residential customer of the retailer;
    • • A long term resident of an on-supplied residential community, or a resident of an on- supplied retirement village, or a resident of an on-supplied strata scheme; or
    • • An on-supply customer on or after 1 February 2022; and whose name appears on the electricity account for supply to his or her principal place of residence; and
    • • Hold a: Pensioner Concession Card issued by SA/DVA, SA Health Care Card; or DVA Gold Card marked with:
    • • War Widow or War Widower Pension;
    • • Totally and Permanently Incapacitated (TPI); or
    • • Disability Pension (EDA)

    How do I apply for the Low Income Household Rebate?

    Different application and payment processes apply depending on whether you hold an electricity account with an electricity retailer of your choice or receive an electricity bill from, or on behalf of, the operator (or strata manager) of an on-supplied residential community, retirement village or strata scheme.

    If you are billed for electricity by 1st Energy, you apply for this rebate by phoning your electricity retailer and supplying your concession card or healthcare card details over the phone.

    There is no form to apply directly to your retailer for the Low Income Household Rebate.

    $285 (excluding GST) a year to eligible customers who hold an electricity account unless advised otherwise in writing by the Department.

    Family Energy Rebate

    The Family Energy Rebate helps NSW family households with dependent children to cover the costs of their energy bills.

    The Family Energy Rebate provides eligible households a credit on an energy bill of up to $180.

    Am I eligible for the Family Energy Rebate?

    To be eligible for the Family Energy Rebate in a given financial year, you must:

    • • Be a resident of New South Wales;
    • • Be a residential customer, or a person with the authority to act on behalf of the residential customer of the retailer:
    • • A long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme;
    • • Whose name appears on the electricity account for supply to her or his principal place of residence; and
    • • Have been assessed by the SA as being eligible for the Family Tax Benefit (FTB) A or B during the financial year immediately preceding the financial year in which an application for the FER is made to have received a payment of FTB in respect of that eligibility.

    How do I apply for the Family Energy Rebate?

    You can apply in either of two ways:

    Apply online using the Online Application Form or

    Download a Paper Application Form, complete and submit via email, fax or post.

    If you are a long term resident of an on-supplied residential community, a resident of an on-supplied retirement village or an on-supplied strata scheme, or you do not have an email address, or your energy retailer is not listed in the pull down menu on the online application form, you will need to submit a paper application form.     NSW Gas Rebate

    On 1 July 2015 the NSW Government introduced a Gas Rebate to help eligible NSW households to pay their natural gas bills.

    The NSW Gas Rebate provides:

    Eligible NSW households receive the rebate as a credit on each quarterly gas bill, up to a total of $110 per year. The amount is calculated daily from the day you call your supplier and apply. 

    Eligibility

    To be eligible for the NSW Gas Rebate, you need to:

    • • Be resident in New South Wales; and
    • • Be a customer of the retailer, or a long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; and whose name appears on the gas account for supply of natural gas to his or her principal place of residence; and
    • • Hold either a:
    • • Pensioner Concession Card issued by the DHS/DVA; or
    • • DHS Health Care Card; or
    • • DVA Gold Card marked with either:
    • • War Widow or War Widower Pension; or
    • • Totally and Permanently Incapacitated (TPI); or
    • • Disability Pension (EDA).

    Note: Commonwealth Senior Heath Card holders are not eligible for this rebate.

    How do I apply for the NSW Gas Rebate?

    Medical Energy Rebate

    The Medical Energy Rebate is for customers who have an inability to self-regulate body temperature when exposed to extremes (hot or cold) of environmental temperatures. It is associated with certain medical conditions such as Parkinson’s disease and Multiple Sclerosis. However, to be eligible for the Rebate a customer will require a separate diagnosis that they are unable to self-regulate their body temperature.

    The Medical Energy Rebate provides:

    $285 (excluding GST) a year to eligible customers who hold an electricity account with an electricity retailer of their choice.

    Eligibility

    To be eligible for the Medical Energy Rebate you need to:

    • • Be resident in New South Wales; and
    • • Be a customer of the retailer, or a long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; and whose name appears on the electricity account for supply to his or her principal place of residence; and
    • • Submit a valid application form as provided by the Department of Industry, Skills and Regional Development (the Department), which will be made available to customers on the Department’s website, duly signed by a registered medical practitioner (who is not the applicant) to verify that either the customer named on the bill or anyone residing at the residence has an inability to self-regulate body temperature; and
    • • Hold either a:
    • • Pensioner Concession Card issued by the DHS/DVA; or
    • • DHS Health Care Card; or
    • • DVA Gold Card.

    Note: Commonwealth Senior Health Card holders are not eligible for this rebate.

    For the purpose of this rebate, an eligible customer has an inability to self-regulate body temperature where the eligible customer (or someone living at the supply address of the eligible customer) has been assessed by a registered treating medical practitioner (who is not the applicant) who has been treating them for at least three months as meeting at least one Primary Qualifying Conditions AND at least one Secondary Qualifying Conditions.

    How do I apply for the Medical Energy Rebate?

    If you are an Electricity Retail Customer, you will need to fill out the Medical Energy Rebate Application Form and have it signed by your doctor and submit the completed form to your electricity retailer.

    This application form needs to be filled in and signed by your treating physician of no less than three months (if you are treated by the Royal Flying Doctor Service, the same doctor is not necessarily required to have treated you for three consecutive months).

    Life Support Energy Rebate

    The NSW Life Support Energy Rebate helps pay electricity bills for people who need, or have someone living with them who needs, to use approved energy-intensive life support equipment at home (such as home dialysis, ventilators and oxygen concentrators).

    The NSW Life Support Energy Rebate is up to $1,343 per retail (on-market) household, per financial year, depending on the equipment type.

    If you are a retail (on-market) customer, 1st Energy can help you apply.

    If you are an embedded network (on-supply) electricity customer, you can apply for the NSW Life Support Rebate (on supply).

    Note: Embedded network (‘on-supply’) means your electricity is supplied by an embedded network – such as in a residential community, retirement village or strata scheme – and you receive your electricity bill or invoice from the strata manager or community/village operator. If you’re not sure whether you’re an on-supply customer, contact the electricity provider named on your electricity bill.

    Eligibility

    You may be eligible if you live in NSW and all the following apply:

    • • you have an electricity account for your home in NSW
    • • you’re the account holder (the account and bill must be in your name)
    • • you or someone living with you has been assessed by a registered medical practitioner to verify that the use of the approved life support equipment is required at their principal place of residence.

    What you need

    • • the completed form – ‘NSW Life Support Rebate Retail Customer Application’
    • • your registered medical practitioner to complete an assessment and complete and sign the Life Support Medical Practitioner section of the form.

    How to apply

    1. 1. Check you meet the eligibility requirements for the rebate.
    2. 2. Select the ‘Download application form’ button.
    3. 3. Complete the ‘applicant’ and ‘patient’ sections in the application form.
    4. 4. Ask your medical practitioner (GP or specialist) to complete the relevant section and sign the declaration.
    5. 5. Contact your electricity retailer and provide them with a copy of your completed form.

    More information

    • • You’ll need to reapply for this rebate every 4 years.
    • • Some machines have a part-time and full-time (24 hour a day) rate rebate. Your doctor will need to indicate on the form the rate you use the equipment. 
    • • You can receive more than one rebate if your doctor has prescribed more than one type of machine, such as an oxygen concentrator and a ventilator.
    • • If more than one person uses the approved equipment, you can receive multiple rebates, but you need to submit a separate application form for each patient.
    • • You’ll receive the rebate as a daily credit on each quarterly electricity bill. The amount of the rebate depends on the machine and the number of days in the billing period.
    • • If you change energy providers, you can continue to receive the rebate by submitting a new, signed application form to your new provider.

    Energy Accounts Payment Assistance (EAPA)

    You may be eligible for Energy Accounts Payment Assistance (EAPA) if you are experiencing payment difficulty because of a short term or emergency crisis. EAPA vouchers are sent electronically to your energy retailer to help pay your home electricity or gas account. Applying for EAPA vouchers involves an eligibility assessment by a NSW Government representative or an approved non-government EAPA provider.

    EAPA voucher limits apply, and vouchers can’t be used to put your energy account into credit, on closed accounts, or if your account has already been paid.

    Eligibility

    • • Have an electricity or natural gas account for a NSW residential address, which is your primary place of residence and the account must be active at the time of your assessment (all other accounts are not eligible)
    • • Be the electricity or natural gas account holder (your account and bill must be in your name)
    • • Be experiencing a short-term financial crisis or emergency that has caused you financial hardship and impacted your ability to pay your current residential energy bill (in part or in full).

    Seniors Energy Rebate

    The Seniors Energy Rebate is to provides assistance to eligible customers who receive the Commonwealth Seniors Health Card to help cover the cost of their electricity.

    An eligible customer, who completes a valid application and receives confirmation of eligibility from the Department, will be paid the rebate once per financial year into their nominated bank account.

    Eligibility

    • • Be a resident in New South Wales;
    • • Be:the primary account holder of an electricity retailer;
    • • A long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; or
    • • An on-supply customer and whose name appears on the electricity account for supply to his or her principal place residence; whose name appears on the electricity account for supply to his or her principal place of residence; and
    • • Hold a Commonwealth Seniors Health Care Card issued by SA/DVA.

    The Annual Electricity Concession provides:

    17.5%* off electricity bills. If your total bills exceed $ 3,895.13 for the annual period (starting 1 December 2024, you will need to apply for the Excess Electricity Concession

    *Not applicable to the first $171.60.

    Approved customers will continue to receive 17.5%* off electricity bills.

    *Only applicable to electricity bills which have exceeded $3, 895.13 per year

    You are eligible for this rebate if you hold any of the below concession cards:

    • • Health Care Card (HCC)
    • • Pensioner Concession Card (PCC)

    How do I apply for the Excess Electricity Concession?

    1st Energy will identify if you need to apply for the Excess Electricity Concession and provide you with an application form. To apply, affected eligible concession cardholders will need to submit a completed application to the Department of Health & Human Services.

    The department will check your eligibility, and advise 1st Energy who will calculate the Excess Electricity Concession and apply the discount to your energy bill.

    Recipients of the Life Support Concession and/or the Medical Cooling Concession are exempt from the need to apply for the Excess Electricity Concession and are not required to lodge an application form in order to receive the concession.

    You are eligible for this rebate if you hold any of the below concession cards:

    • • Health Care Card (HCC)

    Winter Gas Concession

    Discounts on gas bills are available for eligible concession card holders to help ease the cost of living during the winter months.

    Winter Gas Concession provides:

    17.5% off gas usage and service costs.

    The concession is calculated after retailer discounts are deducted.

    The concession does not apply to the first $62.40 of the six-month winter period bills. This is calculated as a daily rate on each bill.

    Households with very high bills (over $1,734.00 in the period from 1 May to 31 October 2022) will need to apply for the excess gas concession to continue to receive a concession on their bill.

    Eligibility:

    A gas account holder who holds one of the following eligible cards:

    • • Pension Concession Card
    • • Health Care Card
    • • Veterans’ Affairs Gold Card

    How do I apply for the Winter Gas Concession?

    Phone 1st Energy and give your concession card details over the phone.
    We will check your concession card details with Centerlink and apply the concession to your bill.

    Utility Relief Grant (URG)

    The Utility Relief Grant is available to eligible cardholders who are unable to pay their mains electricity, due to a temporary financial crisis.

    The Utility Relief Grant provides:

    The amount of the grant is based on the balance owing at the time of application.  You can receive a maximum of $650 on each utility type in a two-year period (or $1,300 for households with a single source of energy (for example, electricity only).

    Eligibility

    This grant is available to both private renters and home owners.

    The grant is available for each utility type every two years (from the date of last approval).

    You must hold at least one of the following concession cards:

    • • Pensioner Concession Card
    • • Health Care Card
    • • DVA Gold Card

    Cards marked ‘dependent’ are not eligible.

    Applicants need to demonstrate that unexpected hardship has left them seriously short of money, so that they cannot pay their utility bills without assistance and risk disconnection or non-supply, and meet one of the five following criteria:

    • • A significant increase in usage
    • • A recent decrease in income, for example, loss of employment
    • • High unexpected expenses on essential items
    • • The cost of shelter is more than 30 per cent of the household income
    • • The cost of utility usage is more than 10 per cent of the household income.
    • • Special conditions for non-concession card households

    Mains account holders who do not hold a concession card but are registered with their utility company’s hardship program and are part of a low-income household with an outstanding mains electricity, gas or water debt can apply for the grant.

    Life Support Concession

    Are you a concession card holder using a life support machine at home? If yes, you could be eligible for concessions on your electricity and water bills.

    What does this concession apply to?

    Mains domestic electricity accounts.

    Who can apply for the concession?

    An electricity account holder who:

    • • holds an eligible concession card (Pensioner Concession Card, Health Care Card, Veterans’ Affairs Gold Card) and
    • • uses an eligible life support machine or
    • • has a household member who uses an eligible life support machine.

    What machines are eligible for the concession?

    Approved machines are those that use at least 1,880 kilowatt hours of electricity annually. Machines already approved are:

    • • intermittent peritoneal dialysis machines (electricity)
    • • oxygen concentrators (electricity)
    • • haemodialysis machines (electricity and water).

    Applications for other machines must be approved by the department.

    Most continuous positive airways pressure (CPAP) machines do not meet the 1,880 kilowatt hour threshold.

    How much is the concession?

    The electricity discount is the cost of 1,880 kilowatt hours (470 kilowatt hours per quarter) of electricity each year, calculated using the general domestic tariff of your retailer.

    How do I apply for the concession?

    The application form needs to be completed and signed by your doctor, nurse or hospital social worker confirming your use of a life support machine. Once completed, return the form to 1st Energy.

  • Electricity Rebate

    Queensland pensioners and seniors may be eligible for a rebate to assist with their electricity consumption.

    The Electricity Rebate provides:

    An Electricity Rebate of $0.9623 (GST exclusive) per day.

    Eligibility 

    Rebates are available to people who have any of the below: 

    • • Pensioner Concession Card
    • • Department of Veterans’ Affairs Gold Card (and receive the War Widow/er Pension or special rate TPI Pension)
    • • Queensland Seniors Card.
    • • Commonwealth Health Care Card (Electricity Rebate only)
    • • Asylum seeker status (residents will need to provide their ImmiCard details)

    To be eligible, the card holder must also live alone or share their principal place of residence with (only) any of the below:

    • • their spouse
    • • other people who hold a Pensioner Concession Card or Queensland Seniors Card
    • • other people wholly dependent on them
    • • other people who receive an income support payment from Centrelink, the Family Assistance Office, or the Department of Veterans’ Affairs and who do not pay rent
    • other people who live with the card holder to provide care and assistance, and who do not pay rent.

    If you live in caravan park or multi-unit residential building (e.g. apartment), you must also show that your electricity is paid on the basis of metered consumption.

    Home Energy Emergency Assistance Scheme (HEEAS)

    The Home Energy Emergency Assistance Scheme:

    • • is for Queensland households experiencing problems paying their electricity or reticulated natural gas bills as a result of an unforeseen emergency or a short-term financial crisis
    • • is one-off emergency assistance to help with paying your home energy bills

    The Home Energy Emergency Assistance Scheme:

    The Home Energy Emergency Assistance Scheme pays up to $720 once every 2 years.

    Eligibility

    To be eligible you must be responsible for paying the outstanding bill (the bill does not need to be in your name) and meet one of the following:

    • • hold a current concession card, or
    • • have an income equal to or less than the Australian Government’s maximum income rate for part-age pensioners. Contact Centrelink for details of the maximum income rate.
    • • be part of your energy retailer’s hardship program or payment plan.

    Medical Cooling Concession and Heating Electricity Concession Scheme

    The Medical Cooling and Heating Electricity Concession Scheme helps with electricity costs for people who have a chronic medical condition, such as multiple sclerosis, autonomic system dysfunction, significant burns or a severe inflammatory skin condition, which is aggravated by changes in temperature.

    The Medical Cooling and Heating Electricity Concession Scheme provides:

    It currently provides $522.09 (including GST) per year to eligible applicants (eligibility is reviewed every two years).

  • Residential Energy Concession

    Eligible South Australians on low or fixed incomes can apply for help with the cost of energy bills for their principal place of residence.  If you’re eligible for a South Australian energy concession, you’ll need to register via the Department of Human Services. You can apply online or call the Concessions SA Hotline for assistance on 1800 307 758.

    If you live in a residential park you may be eligible for a combined concession for your water, sewerage and energy – see Residential Park Concessions.

    SA Concessions Energy Discount Offer

    South Australians who are already receiving an energy concession are eligible for additional discounts through the SA Concessions Energy Discount Offer (SACEDO). For more information visit the South Australian Government website by clicking here.

    Cost of Living Concession

    The Cost of Living Concession helps those on low or fixed incomes with their cost of living expenses, whether that be electricity, water, gas or medical bills.

    Medical Heating and Cooling Concession

    The Medical Heating and Cooling Concession assists South Australians on a fixed or low income who have a clinically verified medical condition which requires the frequent use of heating or cooling in the home to prevent the severe worsening of their condition.

    The Medical Heating and Cooling Concession is currently $274.85 (excluding GST) per annum and is applied directly to your bank account. 

    To register for the Medical Heating and Cooling concession:

EEPS is only accessible through financial counsellors, who will assess the individual’s financial situation before lodging an application.     The Australian Government has announced a $1.8 billion extension of the Energy Bill Relief Fund by six months in the 2025–26 Budget. 

    Australian households and eligible small businesses with electricity bills may receive up to $150 in energy bill rebates from 1 July 2025 to the end of 2025. Rebates will be automatically applied to your electricity bill in two $75 quarterly instalments. Most customers do not need to take any action to receive rebates.

    Who is eligible for energy bill relief?

    Households

    Australian households who receive an electricity bill and are connected to the grid, including households in the external and non-self-governing territories, are eligible for rebates to the end of 2025. 

    In most cases, your electricity provider will automatically apply the bill relief to your electricity account, and you will not be required to take any action.

    If you live in an embedded network

    Households in embedded networks (such as where you receive electricity from your strata or landlord in a caravan park, apartment building or retirement home or village) will be eligible for a rebate.

    Small businesses

    Small businesses must meet their state and territory definition of electricity ‘small customer’, as determined by their annual electricity consumption threshold, to be eligible for rebates. The annual electricity consumption threshold for state and territory small business customers is provided below. 

    Small businesses whose annual electricity consumption is above the threshold set by their state and territory government will not be eligible for bill relief. 

    Most eligible small businesses will receive their energy rebate automatically and won’t be required to take any further action.

Annual Electricity Concession

The annual electricity concession provides a daily discount to eligible customers at a cents per day rate. The current concession is 176.866 cents per day.

Eligible cards are:

  • • DHS or DVA Pensioner Concession Card
  • • DHS Health Care Card
  • • ImmiCard (Bridging Visa E)
  • • Tasmanian Concession Card (issued by Department of Communities Tasmania)

Heating Allowance

An allowance of $56 a year is made to eligible pensioners to assist with heating costs. Payments of $28 are made in May and September.

The allowance is available to people who hold a:

DHS or DVA Pensioner Concession Card.

A single pensioner must not have more than $1,750* in cash assets and married/de facto pensioners must not have more than $2,750. *

Life Support Concession

The life support concession provides a daily discount to eligible customers who use an approved life support system or who live with someone who uses such a system in their principal place of residence.

The approved devices and current rates are:

  • • Oxygen concentrator, 131.091 cents per day
  • • Peritoneal dialysis machine, 97.262 cents per day
  • • Haemo-dialysis machine, 97.262 cents per day
  • • Chronic positive pressure and airways regulator, 46.516 cents per day
  • • Continuous positive airways pressure machine, 46.516 cents per day
  • • Respirator (iron lung), 173.377 cents per day
  • • Combination oxygen concentrator and chronic positive pressure and airways regulator, 177.607 cents per day
  • • Phototherapy machine, 247.035 cents per day
  • • Left ventricular assist device, 46.516 cents per day
  • • Nebulisers (mains powered only), 13.146 cents per day

To apply for this concession, eligible customers need to complete the Application Form and have it certified by their medical practitioner before submitting it to their electricity retailer.

Medical Cooling or Heating Concession

The medical cooling or heating concession provides a daily discount to eligible customers who have, or who live with a person who has, a medical condition that requires the cooling or heating of the customer’s principal place of residence to manage that medical condition. The current concession is 51.906 cents per day.

To apply for this concession, eligible customers need to complete the Application Form and have it certified by their medical practitioner before submitting it to their electricity retailer.

Low Income Household Rebate

The Low Income Household Rebate helps eligible NSW households to pay their energy bills.

The Low Income Household Rebate provides:

$285 (excluding GST) a year to eligible customers who hold an electricity account, or;

$313.50 a year to eligible long-term residents of residential communities (caravan and mobile home parks) and retirement villages who receive electricity bills from their community operators.

Eligibility

To be eligible for the Low Income Household Rebate a person must:

  • • Be a resident in New South Wales;
  • • Be a residential customer of the retailer;
  • • A long term resident of an on-supplied residential community, or a resident of an on- supplied retirement village, or a resident of an on-supplied strata scheme; or
  • • An on-supply customer on or after 1 February 2022; and whose name appears on the electricity account for supply to his or her principal place of residence; and
  • • Hold a: Pensioner Concession Card issued by SA/DVA, SA Health Care Card; or DVA Gold Card marked with:
  • • War Widow or War Widower Pension;
  • • Totally and Permanently Incapacitated (TPI); or
  • • Disability Pension (EDA)

How do I apply for the Low Income Household Rebate?

Different application and payment processes apply depending on whether you hold an electricity account with an electricity retailer of your choice or receive an electricity bill from, or on behalf of, the operator (or strata manager) of an on-supplied residential community, retirement village or strata scheme.

If you are billed for electricity by 1st Energy, you apply for this rebate by phoning your electricity retailer and supplying your concession card or healthcare card details over the phone.

There is no form to apply directly to your retailer for the Low Income Household Rebate.

$285 (excluding GST) a year to eligible customers who hold an electricity account unless advised otherwise in writing by the Department.

Family Energy Rebate

The Family Energy Rebate helps NSW family households with dependent children to cover the costs of their energy bills.

The Family Energy Rebate provides eligible households a credit on an energy bill of up to $180.

Am I eligible for the Family Energy Rebate?

To be eligible for the Family Energy Rebate in a given financial year, you must:

  • • Be a resident of New South Wales;
  • • Be a residential customer, or a person with the authority to act on behalf of the residential customer of the retailer:
  • • A long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme;
  • • Whose name appears on the electricity account for supply to her or his principal place of residence; and
  • • Have been assessed by the SA as being eligible for the Family Tax Benefit (FTB) A or B during the financial year immediately preceding the financial year in which an application for the FER is made to have received a payment of FTB in respect of that eligibility.

How do I apply for the Family Energy Rebate?

You can apply in either of two ways:

Download a Paper Application Form, complete and submit via email, fax or post.

If you are a long term resident of an on-supplied residential community, a resident of an on-supplied retirement village or an on-supplied strata scheme, or you do not have an email address, or your energy retailer is not listed in the pull down menu on the online application form, you will need to submit a paper application form. NSW Gas Rebate

On 1 July 2015 the NSW Government introduced a Gas Rebate to help eligible NSW households to pay their natural gas bills.

The NSW Gas Rebate provides:

Eligible NSW households receive the rebate as a credit on each quarterly gas bill, up to a total of $110 per year. The amount is calculated daily from the day you call your supplier and apply. 

Eligibility

To be eligible for the NSW Gas Rebate, you need to:

  • • Be resident in New South Wales; and
  • • Be a customer of the retailer, or a long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; and whose name appears on the gas account for supply of natural gas to his or her principal place of residence; and
  • • Hold either a:
  • • Pensioner Concession Card issued by the DHS/DVA; or
  • • DHS Health Care Card; or
  • • DVA Gold Card marked with either:
  • • War Widow or War Widower Pension; or
  • • Totally and Permanently Incapacitated (TPI); or
  • • Disability Pension (EDA).

Note: Commonwealth Senior Heath Card holders are not eligible for this rebate.

How do I apply for the NSW Gas Rebate?

Medical Energy Rebate

The Medical Energy Rebate is for customers who have an inability to self-regulate body temperature when exposed to extremes (hot or cold) of environmental temperatures. It is associated with certain medical conditions such as Parkinson’s disease and Multiple Sclerosis. However, to be eligible for the Rebate a customer will require a separate diagnosis that they are unable to self-regulate their body temperature.

The Medical Energy Rebate provides:

$285 (excluding GST) a year to eligible customers who hold an electricity account with an electricity retailer of their choice.

Eligibility

To be eligible for the Medical Energy Rebate you need to:

  • • Be resident in New South Wales; and
  • • Be a customer of the retailer, or a long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; and whose name appears on the electricity account for supply to his or her principal place of residence; and
  • • Submit a valid application form as provided by the Department of Industry, Skills and Regional Development (the Department), which will be made available to customers on the Department’s website, duly signed by a registered medical practitioner (who is not the applicant) to verify that either the customer named on the bill or anyone residing at the residence has an inability to self-regulate body temperature; and
  • • Hold either a:
  • • Pensioner Concession Card issued by the DHS/DVA; or
  • • DHS Health Care Card; or
  • • DVA Gold Card.

Note: Commonwealth Senior Health Card holders are not eligible for this rebate.

For the purpose of this rebate, an eligible customer has an inability to self-regulate body temperature where the eligible customer (or someone living at the supply address of the eligible customer) has been assessed by a registered treating medical practitioner (who is not the applicant) who has been treating them for at least three months as meeting at least one Primary Qualifying Conditions AND at least one Secondary Qualifying Conditions.

How do I apply for the Medical Energy Rebate?

If you are an Electricity Retail Customer, you will need to fill out the Medical Energy Rebate Application Form and have it signed by your doctor and submit the completed form to your electricity retailer.

This application form needs to be filled in and signed by your treating physician of no less than three months (if you are treated by the Royal Flying Doctor Service, the same doctor is not necessarily required to have treated you for three consecutive months).

Life Support Energy Rebate

The NSW Life Support Energy Rebate helps pay electricity bills for people who need, or have someone living with them who needs, to use approved energy-intensive life support equipment at home (such as home dialysis, ventilators and oxygen concentrators).

The NSW Life Support Energy Rebate is up to $1,343 per retail (on-market) household, per financial year, depending on the equipment type.

If you are a retail (on-market) customer, 1st Energy can help you apply.

If you are an embedded network (on-supply) electricity customer, you can apply for the NSW Life Support Rebate (on supply).

Note: Embedded network (‘on-supply’) means your electricity is supplied by an embedded network – such as in a residential community, retirement village or strata scheme – and you receive your electricity bill or invoice from the strata manager or community/village operator. If you’re not sure whether you’re an on-supply customer, contact the electricity provider named on your electricity bill.

Eligibility

You may be eligible if you live in NSW and all the following apply:

  • • you have an electricity account for your home in NSW
  • • you’re the account holder (the account and bill must be in your name)
  • • you or someone living with you has been assessed by a registered medical practitioner to verify that the use of the approved life support equipment is required at their principal place of residence.

What you need

  • • the completed form – ‘NSW Life Support Rebate Retail Customer Application’
  • • your registered medical practitioner to complete an assessment and complete and sign the Life Support Medical Practitioner section of the form.

How to apply

  1. 1. Check you meet the eligibility requirements for the rebate.
  2. 2. Select the ‘Download application form’ button.
  3. 3. Complete the ‘applicant’ and ‘patient’ sections in the application form.
  4. 4. Ask your medical practitioner (GP or specialist) to complete the relevant section and sign the declaration.
  5. 5. Contact your electricity retailer and provide them with a copy of your completed form.

More information

  • • You’ll need to reapply for this rebate every 4 years.
  • • Some machines have a part-time and full-time (24 hour a day) rate rebate. Your doctor will need to indicate on the form the rate you use the equipment. 
  • • You can receive more than one rebate if your doctor has prescribed more than one type of machine, such as an oxygen concentrator and a ventilator.
  • • If more than one person uses the approved equipment, you can receive multiple rebates, but you need to submit a separate application form for each patient.
  • • You’ll receive the rebate as a daily credit on each quarterly electricity bill. The amount of the rebate depends on the machine and the number of days in the billing period.
  • • If you change energy providers, you can continue to receive the rebate by submitting a new, signed application form to your new provider.

Energy Accounts Payment Assistance (EAPA)

You may be eligible for Energy Accounts Payment Assistance (EAPA) if you are experiencing payment difficulty because of a short term or emergency crisis. EAPA vouchers are sent electronically to your energy retailer to help pay your home electricity or gas account. Applying for EAPA vouchers involves an eligibility assessment by a NSW Government representative or an approved non-government EAPA provider.

EAPA voucher limits apply, and vouchers can’t be used to put your energy account into credit, on closed accounts, or if your account has already been paid.

Eligibility

  • • Have an electricity or natural gas account for a NSW residential address, which is your primary place of residence and the account must be active at the time of your assessment (all other accounts are not eligible)
  • • Be the electricity or natural gas account holder (your account and bill must be in your name)
  • • Be experiencing a short-term financial crisis or emergency that has caused you financial hardship and impacted your ability to pay your current residential energy bill (in part or in full).

Seniors Energy Rebate

The Seniors Energy Rebate is to provides assistance to eligible customers who receive the Commonwealth Seniors Health Card to help cover the cost of their electricity.

An eligible customer, who completes a valid application and receives confirmation of eligibility from the Department, will be paid the rebate once per financial year into their nominated bank account.

Eligibility

  • • Be a resident in New South Wales;
  • • Be:the primary account holder of an electricity retailer;
  • • A long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; or
  • • An on-supply customer and whose name appears on the electricity account for supply to his or her principal place residence; whose name appears on the electricity account for supply to his or her principal place of residence; and
  • • Hold a Commonwealth Seniors Health Care Card issued by SA/DVA.

17.5%* off electricity bills. If your total bills exceed $ 3,895.13 for the annual period (starting 1 December 2024, you will need to apply for the Excess Electricity Concession

*Not applicable to the first $171.60.

How do I apply for the Excess Electricity Concession?

1st Energy will identify if you need to apply for the Excess Electricity Concession and provide you with an application form. To apply, affected eligible concession cardholders will need to submit a completed application to the Department of Health & Human Services.

The department will check your eligibility, and advise 1st Energy who will calculate the Excess Electricity Concession and apply the discount to your energy bill.

Recipients of the Life Support Concession and/or the Medical Cooling Concession are exempt from the need to apply for the Excess Electricity Concession and are not required to lodge an application form in order to receive the concession.

You are eligible for this rebate if you hold any of the below concession cards:

  • • DVA Gold Card
  • • Health Care Card (HCC)
  • • Pensioner Concession Card (PCC)

The following Commonwealth and State Government issued cards are not eligible for energy concessions:

Winter Gas Concession

Discounts on gas bills are available for eligible concession card holders to help ease the cost of living during the winter months.

Winter Gas Concession provides:

17.5% off gas usage and service costs.

The concession is calculated after retailer discounts are deducted.

The concession does not apply to the first $62.40 of the six-month winter period bills. This is calculated as a daily rate on each bill.

Households with very high bills (over $1,734.00 in the period from 1 May to 31 October 2022) will need to apply for the excess gas concession to continue to receive a concession on their bill.

Eligibility:

A gas account holder who holds one of the following eligible cards:

  • • Pension Concession Card
  • • Health Care Card
  • • Veterans’ Affairs Gold Card

How do I apply for the Winter Gas Concession?

Phone 1st Energy and give your concession card details over the phone.
We will check your concession card details with Centerlink and apply the concession to your bill.

Utility Relief Grant (URG)

The Utility Relief Grant is available to eligible cardholders who are unable to pay their mains electricity, due to a temporary financial crisis.

The Utility Relief Grant provides:

The amount of the grant is based on the balance owing at the time of application.  You can receive a maximum of $650 on each utility type in a two-year period (or $1,300 for households with a single source of energy (for example, electricity only).

Eligibility

This grant is available to both private renters and home owners.

The grant is available for each utility type every two years (from the date of last approval).

You must hold at least one of the following concession cards:

  • • Pensioner Concession Card
  • • Health Care Card
  • • DVA Gold Card

Cards marked ‘dependent’ are not eligible.

Applicants need to demonstrate that unexpected hardship has left them seriously short of money, so that they cannot pay their utility bills without assistance and risk disconnection or non-supply, and meet one of the five following criteria:

  • • A significant increase in usage
  • • A recent decrease in income, for example, loss of employment
  • • High unexpected expenses on essential items
  • • The cost of shelter is more than 30 per cent of the household income
  • • The cost of utility usage is more than 10 per cent of the household income.
  • • Special conditions for non-concession card households

Mains account holders who do not hold a concession card but are registered with their utility company’s hardship program and are part of a low-income household with an outstanding mains electricity, gas or water debt can apply for the grant.

Life Support Concession

Are you a concession card holder using a life support machine at home? If yes, you could be eligible for concessions on your electricity and water bills.

What does this concession apply to?

Mains domestic electricity accounts.

Who can apply for the concession?

An electricity account holder who:

  • • holds an eligible concession card (Pensioner Concession Card, Health Care Card, Veterans’ Affairs Gold Card) and
  • • uses an eligible life support machine or
  • • has a household member who uses an eligible life support machine.

What machines are eligible for the concession?

Approved machines are those that use at least 1,880 kilowatt hours of electricity annually. Machines already approved are:

  • • intermittent peritoneal dialysis machines (electricity)
  • • oxygen concentrators (electricity)
  • • haemodialysis machines (electricity and water).

Applications for other machines must be approved by the department.

Most continuous positive airways pressure (CPAP) machines do not meet the 1,880 kilowatt hour threshold.

How much is the concession?

The electricity discount is the cost of 1,880 kilowatt hours (470 kilowatt hours per quarter) of electricity each year, calculated using the general domestic tariff of your retailer.

The application form needs to be completed and signed by your doctor, nurse or hospital social worker confirming your use of a life support machine. Once completed, return the form to 1st Energy.

Electricity Rebate

Queensland pensioners and seniors may be eligible for a rebate to assist with their electricity consumption.

The Electricity Rebate provides:

An Electricity Rebate of $0.9623 (GST exclusive) per day.

Eligibility 

Rebates are available to people who have any of the below: 

  • • Pensioner Concession Card
  • • Department of Veterans’ Affairs Gold Card (and receive the War Widow/er Pension or special rate TPI Pension)
  • • Queensland Seniors Card.
  • • Commonwealth Health Care Card (Electricity Rebate only)
  • • Asylum seeker status (residents will need to provide their ImmiCard details)

To be eligible, the card holder must also live alone or share their principal place of residence with (only) any of the below:

  • • their spouse
  • • other people who hold a Pensioner Concession Card or Queensland Seniors Card
  • • other people wholly dependent on them
  • • other people who receive an income support payment from Centrelink, the Family Assistance Office, or the Department of Veterans’ Affairs and who do not pay rent
  • other people who live with the card holder to provide care and assistance, and who do not pay rent.

If you live in caravan park or multi-unit residential building (e.g. apartment), you must also show that your electricity is paid on the basis of metered consumption.

Home Energy Emergency Assistance Scheme (HEEAS)

The Home Energy Emergency Assistance Scheme:

  • • is for Queensland households experiencing problems paying their electricity or reticulated natural gas bills as a result of an unforeseen emergency or a short-term financial crisis
  • • is one-off emergency assistance to help with paying your home energy bills

The Home Energy Emergency Assistance Scheme:

The Home Energy Emergency Assistance Scheme pays up to $720 once every 2 years.

Eligibility

To be eligible you must be responsible for paying the outstanding bill (the bill does not need to be in your name) and meet one of the following:

  • • hold a current concession card, or
  • • have an income equal to or less than the Australian Government’s maximum income rate for part-age pensioners. Contact Centrelink for details of the maximum income rate.
  • • be part of your energy retailer’s hardship program or payment plan.

The Medical Cooling and Heating Electricity Concession Scheme helps with electricity costs for people who have a chronic medical condition, such as multiple sclerosis, autonomic system dysfunction, significant burns or a severe inflammatory skin condition, which is aggravated by changes in temperature.

Eligible South Australians on low or fixed incomes can apply for help with the cost of energy bills for their principal place of residence.  If you’re eligible for a South Australian energy concession, you’ll need to register via the Department of Human Services. You can apply online or call the Concessions SA Hotline for assistance on 1800 307 758.

SA Concessions Energy Discount Offer

Cost of Living Concession

The Cost of Living Concession helps those on low or fixed incomes with their cost of living expenses, whether that be electricity, water, gas or medical bills.

Medical Heating and Cooling Concession

The Medical Heating and Cooling Concession assists South Australians on a fixed or low income who have a clinically verified medical condition which requires the frequent use of heating or cooling in the home to prevent the severe worsening of their condition.

The Medical Heating and Cooling Concession is currently $274.85 (excluding GST) per annum and is applied directly to your bank account.

Emergency Electricity Payment Scheme (EEPS)

The Emergency Electricity Payment Scheme (EEPS) provides assistance to South Australians who are experiencing significant financial difficulties or are at risk of having their electricity disconnected. EEPS is only accessible through financial counsellors, who will assess the individual’s financial situation before lodging an application. Energy Bill Relief

The Australian Government has announced a $1.8 billion extension of the Energy Bill Relief Fund by six months in the 2025–26 Budget. 

Australian households and eligible small businesses with electricity bills may receive up to $150 in energy bill rebates from 1 July 2025 to the end of 2025. Rebates will be automatically applied to your electricity bill in two $75 quarterly instalments. Most customers do not need to take any action to receive rebates.

Who is eligible for energy bill relief?

Households

Australian households who receive an electricity bill and are connected to the grid, including households in the external and non-self-governing territories, are eligible for rebates to the end of 2025. 

In most cases, your electricity provider will automatically apply the bill relief to your electricity account, and you will not be required to take any action.

If you live in an embedded network

Households in embedded networks (such as where you receive electricity from your strata or landlord in a caravan park, apartment building or retirement home or village) will be eligible for a rebate.

Small businesses

Small businesses must meet their state and territory definition of electricity ‘small customer’, as determined by their annual electricity consumption threshold, to be eligible for rebates. The annual electricity consumption threshold for state and territory small business customers is provided below. 

Small businesses whose annual electricity consumption is above the threshold set by their state and territory government will not be eligible for bill relief. 

Most eligible small businesses will receive their energy rebate automatically and won’t be required to take any further action.

  • Annual Electricity Concession

    The annual electricity concession provides a daily discount to eligible customers at a cents per day rate. The current concession is 176.866 cents per day.

    Eligible cards are:

    • • DHS or DVA Pensioner Concession Card
    • • DHS Health Care Card
    • • ImmiCard (Bridging Visa E)
    • • Tasmanian Concession Card (issued by Department of Communities Tasmania)

    Heating Allowance

    An allowance of $56 a year is made to eligible pensioners to assist with heating costs. Payments of $28 are made in May and September.

    The allowance is available to people who hold a:

    A single pensioner must not have more than $1,750* in cash assets and married/de facto pensioners must not have more than $2,750. *

    The life support concession provides a daily discount to eligible customers who use an approved life support system or who live with someone who uses such a system in their principal place of residence.

    • • Nebulisers (mains powered only), 13.146 cents per day

    The Low Income Household Rebate helps eligible NSW households to pay their energy bills.

    The Low Income Household Rebate provides:

    $285 (excluding GST) a year to eligible customers who hold an electricity account, or;

    $313.50 a year to eligible long-term residents of residential communities (caravan and mobile home parks) and retirement villages who receive electricity bills from their community operators.

    Eligibility

    To be eligible for the Low Income Household Rebate a person must:

    • • Be a resident in New South Wales;
    • • Be a residential customer of the retailer;
    • • A long term resident of an on-supplied residential community, or a resident of an on- supplied retirement village, or a resident of an on-supplied strata scheme; or
    • • An on-supply customer on or after 1 February 2022; and whose name appears on the electricity account for supply to his or her principal place of residence; and
    • • Hold a: Pensioner Concession Card issued by SA/DVA, SA Health Care Card; or DVA Gold Card marked with:
    • • War Widow or War Widower Pension;
    • • Totally and Permanently Incapacitated (TPI); or
    • • Disability Pension (EDA)

    How do I apply for the Low Income Household Rebate?

    Different application and payment processes apply depending on whether you hold an electricity account with an electricity retailer of your choice or receive an electricity bill from, or on behalf of, the operator (or strata manager) of an on-supplied residential community, retirement village or strata scheme.

    If you are billed for electricity by 1st Energy, you apply for this rebate by phoning your electricity retailer and supplying your concession card or healthcare card details over the phone.

    There is no form to apply directly to your retailer for the Low Income Household Rebate.

    $285 (excluding GST) a year to eligible customers who hold an electricity account unless advised otherwise in writing by the Department.

    Family Energy Rebate

    The Family Energy Rebate helps NSW family households with dependent children to cover the costs of their energy bills.

    The Family Energy Rebate provides eligible households a credit on an energy bill of up to $180.

    Am I eligible for the Family Energy Rebate?

    To be eligible for the Family Energy Rebate in a given financial year, you must:

    • • Be a resident of New South Wales;
    • • Be a residential customer, or a person with the authority to act on behalf of the residential customer of the retailer:
    • • A long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme;
    • • Whose name appears on the electricity account for supply to her or his principal place of residence; and
    • • Have been assessed by the SA as being eligible for the Family Tax Benefit (FTB) A or B during the financial year immediately preceding the financial year in which an application for the FER is made to have received a payment of FTB in respect of that eligibility.

    How do I apply for the Family Energy Rebate?

    You can apply in either of two ways:

    Apply online using the Online Application Form or

    Download a Paper Application Form, complete and submit via email, fax or post.

    If you are a long term resident of an on-supplied residential community, a resident of an on-supplied retirement village or an on-supplied strata scheme, or you do not have an email address, or your energy retailer is not listed in the pull down menu on the online application form, you will need to submit a paper application form.     NSW Gas Rebate

    On 1 July 2015 the NSW Government introduced a Gas Rebate to help eligible NSW households to pay their natural gas bills.

    The NSW Gas Rebate provides:

    Eligible NSW households receive the rebate as a credit on each quarterly gas bill, up to a total of $110 per year. The amount is calculated daily from the day you call your supplier and apply. 

    Eligibility

    To be eligible for the NSW Gas Rebate, you need to:

    • • Be resident in New South Wales; and
    • • Be a customer of the retailer, or a long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; and whose name appears on the gas account for supply of natural gas to his or her principal place of residence; and
    • • Hold either a:
    • • Pensioner Concession Card issued by the DHS/DVA; or
    • • DHS Health Care Card; or
    • • DVA Gold Card marked with either:
    • • War Widow or War Widower Pension; or
    • • Totally and Permanently Incapacitated (TPI); or
    • • Disability Pension (EDA).

    Note: Commonwealth Senior Heath Card holders are not eligible for this rebate.

    How do I apply for the NSW Gas Rebate?

    Medical Energy Rebate

    The Medical Energy Rebate is for customers who have an inability to self-regulate body temperature when exposed to extremes (hot or cold) of environmental temperatures. It is associated with certain medical conditions such as Parkinson’s disease and Multiple Sclerosis. However, to be eligible for the Rebate a customer will require a separate diagnosis that they are unable to self-regulate their body temperature.

    The Medical Energy Rebate provides:

    $285 (excluding GST) a year to eligible customers who hold an electricity account with an electricity retailer of their choice.

    Eligibility

    To be eligible for the Medical Energy Rebate you need to:

    • • Be resident in New South Wales; and
    • • Be a customer of the retailer, or a long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; and whose name appears on the electricity account for supply to his or her principal place of residence; and
    • • Submit a valid application form as provided by the Department of Industry, Skills and Regional Development (the Department), which will be made available to customers on the Department’s website, duly signed by a registered medical practitioner (who is not the applicant) to verify that either the customer named on the bill or anyone residing at the residence has an inability to self-regulate body temperature; and
    • • Hold either a:
    • • Pensioner Concession Card issued by the DHS/DVA; or
    • • DHS Health Care Card; or
    • • DVA Gold Card.

    Note: Commonwealth Senior Health Card holders are not eligible for this rebate.

    For the purpose of this rebate, an eligible customer has an inability to self-regulate body temperature where the eligible customer (or someone living at the supply address of the eligible customer) has been assessed by a registered treating medical practitioner (who is not the applicant) who has been treating them for at least three months as meeting at least one Primary Qualifying Conditions AND at least one Secondary Qualifying Conditions.

    How do I apply for the Medical Energy Rebate?

    If you are an Electricity Retail Customer, you will need to fill out the Medical Energy Rebate Application Form and have it signed by your doctor and submit the completed form to your electricity retailer.

    This application form needs to be filled in and signed by your treating physician of no less than three months (if you are treated by the Royal Flying Doctor Service, the same doctor is not necessarily required to have treated you for three consecutive months).

    Life Support Energy Rebate

    The NSW Life Support Energy Rebate helps pay electricity bills for people who need, or have someone living with them who needs, to use approved energy-intensive life support equipment at home (such as home dialysis, ventilators and oxygen concentrators).

    The NSW Life Support Energy Rebate is up to $1,343 per retail (on-market) household, per financial year, depending on the equipment type.

    If you are an embedded network (on-supply) electricity customer, you can apply for the NSW Life Support Rebate (on supply).

    Note: Embedded network (‘on-supply’) means your electricity is supplied by an embedded network – such as in a residential community, retirement village or strata scheme – and you receive your electricity bill or invoice from the strata manager or community/village operator. If you’re not sure whether you’re an on-supply customer, contact the electricity provider named on your electricity bill.

    Eligibility

    You may be eligible if you live in NSW and all the following apply:

    • • you have an electricity account for your home in NSW
    • • you’re the account holder (the account and bill must be in your name)
    • • you or someone living with you has been assessed by a registered medical practitioner to verify that the use of the approved life support equipment is required at their principal place of residence.

    What you need

    • • the completed form – ‘NSW Life Support Rebate Retail Customer Application’
    • • your registered medical practitioner to complete an assessment and complete and sign the Life Support Medical Practitioner section of the form.

    How to apply

    1. 1. Check you meet the eligibility requirements for the rebate.
    2. 2. Select the ‘Download application form’ button.
    3. 3. Complete the ‘applicant’ and ‘patient’ sections in the application form.
    4. 4. Ask your medical practitioner (GP or specialist) to complete the relevant section and sign the declaration.
    5. 5. Contact your electricity retailer and provide them with a copy of your completed form.

    More information

    • • You’ll need to reapply for this rebate every 4 years.
    • • Some machines have a part-time and full-time (24 hour a day) rate rebate. Your doctor will need to indicate on the form the rate you use the equipment. 
    • • You can receive more than one rebate if your doctor has prescribed more than one type of machine, such as an oxygen concentrator and a ventilator.
    • • If more than one person uses the approved equipment, you can receive multiple rebates, but you need to submit a separate application form for each patient.
    • • You’ll receive the rebate as a daily credit on each quarterly electricity bill. The amount of the rebate depends on the machine and the number of days in the billing period.
    • • If you change energy providers, you can continue to receive the rebate by submitting a new, signed application form to your new provider.

    Energy Accounts Payment Assistance (EAPA)

    You may be eligible for Energy Accounts Payment Assistance (EAPA) if you are experiencing payment difficulty because of a short term or emergency crisis. EAPA vouchers are sent electronically to your energy retailer to help pay your home electricity or gas account. Applying for EAPA vouchers involves an eligibility assessment by a NSW Government representative or an approved non-government EAPA provider.

    EAPA voucher limits apply, and vouchers can’t be used to put your energy account into credit, on closed accounts, or if your account has already been paid.

    Eligibility

    • • Have an electricity or natural gas account for a NSW residential address, which is your primary place of residence and the account must be active at the time of your assessment (all other accounts are not eligible)
    • • Be the electricity or natural gas account holder (your account and bill must be in your name)
    • • Be experiencing a short-term financial crisis or emergency that has caused you financial hardship and impacted your ability to pay your current residential energy bill (in part or in full).

    Seniors Energy Rebate

    The Seniors Energy Rebate is to provides assistance to eligible customers who receive the Commonwealth Seniors Health Card to help cover the cost of their electricity.

    An eligible customer, who completes a valid application and receives confirmation of eligibility from the Department, will be paid the rebate once per financial year into their nominated bank account.

    Eligibility

    • • Be a resident in New South Wales;
    • • Be:the primary account holder of an electricity retailer;
    • • A long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; or
    • • An on-supply customer and whose name appears on the electricity account for supply to his or her principal place residence; whose name appears on the electricity account for supply to his or her principal place of residence; and
    • • Hold a Commonwealth Seniors Health Care Card issued by SA/DVA.

    1st Energy will identify if you need to apply for the Excess Electricity Concession and provide you with an application form. To apply, affected eligible concession cardholders will need to submit a completed application to the Department of Health & Human Services.

    The department will check your eligibility, and advise 1st Energy who will calculate the Excess Electricity Concession and apply the discount to your energy bill.

    Recipients of the Life Support Concession and/or the Medical Cooling Concession are exempt from the need to apply for the Excess Electricity Concession and are not required to lodge an application form in order to receive the concession.

    Winter Gas Concession

    Discounts on gas bills are available for eligible concession card holders to help ease the cost of living during the winter months.

    Winter Gas Concession provides:

    17.5% off gas usage and service costs.

    The concession is calculated after retailer discounts are deducted.

    The concession does not apply to the first $62.40 of the six-month winter period bills. This is calculated as a daily rate on each bill.

    Households with very high bills (over $1,734.00 in the period from 1 May to 31 October 2022) will need to apply for the excess gas concession to continue to receive a concession on their bill.

    Eligibility:

    A gas account holder who holds one of the following eligible cards:

    • • Pension Concession Card
    • • Health Care Card
    • • Veterans’ Affairs Gold Card

    How do I apply for the Winter Gas Concession?

    Utility Relief Grant (URG)

    The Utility Relief Grant is available to eligible cardholders who are unable to pay their mains electricity, due to a temporary financial crisis.

    The Utility Relief Grant provides:

    The amount of the grant is based on the balance owing at the time of application.  You can receive a maximum of $650 on each utility type in a two-year period (or $1,300 for households with a single source of energy (for example, electricity only).

    Eligibility

    This grant is available to both private renters and home owners.

    The grant is available for each utility type every two years (from the date of last approval).

    You must hold at least one of the following concession cards:

    • • Pensioner Concession Card
    • • Health Care Card
    • • DVA Gold Card

    Cards marked ‘dependent’ are not eligible.

    Applicants need to demonstrate that unexpected hardship has left them seriously short of money, so that they cannot pay their utility bills without assistance and risk disconnection or non-supply, and meet one of the five following criteria:

    • • A significant increase in usage
    • • A recent decrease in income, for example, loss of employment
    • • High unexpected expenses on essential items
    • • The cost of shelter is more than 30 per cent of the household income
    • • The cost of utility usage is more than 10 per cent of the household income.
    • • Special conditions for non-concession card households

    Mains account holders who do not hold a concession card but are registered with their utility company’s hardship program and are part of a low-income household with an outstanding mains electricity, gas or water debt can apply for the grant.

    Life Support Concession

    Are you a concession card holder using a life support machine at home? If yes, you could be eligible for concessions on your electricity and water bills.

    What does this concession apply to?

    Mains domestic electricity accounts.

    Who can apply for the concession?

    An electricity account holder who:

    • • holds an eligible concession card (Pensioner Concession Card, Health Care Card, Veterans’ Affairs Gold Card) and
    • • uses an eligible life support machine or
    • • has a household member who uses an eligible life support machine.

    What machines are eligible for the concession?

    Approved machines are those that use at least 1,880 kilowatt hours of electricity annually. Machines already approved are:

    • • intermittent peritoneal dialysis machines (electricity)
    • • oxygen concentrators (electricity)
    • • haemodialysis machines (electricity and water).

    Applications for other machines must be approved by the department.

    Most continuous positive airways pressure (CPAP) machines do not meet the 1,880 kilowatt hour threshold.

    How much is the concession?

    The electricity discount is the cost of 1,880 kilowatt hours (470 kilowatt hours per quarter) of electricity each year, calculated using the general domestic tariff of your retailer.

    How do I apply for the concession?

    The application form needs to be completed and signed by your doctor, nurse or hospital social worker confirming your use of a life support machine. Once completed, return the form to 1st Energy.

    The Home Energy Emergency Assistance Scheme:

    • • is one-off emergency assistance to help with paying your home energy bills

    The Home Energy Emergency Assistance Scheme:

    The Home Energy Emergency Assistance Scheme pays up to $720 once every 2 years.

    Eligibility

    To be eligible you must be responsible for paying the outstanding bill (the bill does not need to be in your name) and meet one of the following:

    • • hold a current concession card, or
    • • have an income equal to or less than the Australian Government’s maximum income rate for part-age pensioners. Contact Centrelink for details of the maximum income rate.
    • • be part of your energy retailer’s hardship program or payment plan.

    Medical Cooling Concession and Heating Electricity Concession Scheme

    The Medical Cooling and Heating Electricity Concession Scheme helps with electricity costs for people who have a chronic medical condition, such as multiple sclerosis, autonomic system dysfunction, significant burns or a severe inflammatory skin condition, which is aggravated by changes in temperature.

    The Medical Cooling and Heating Electricity Concession Scheme provides:

    Cost of Living Concession

    The Cost of Living Concession helps those on low or fixed incomes with their cost of living expenses, whether that be electricity, water, gas or medical bills.

    Medical Heating and Cooling Concession

    The Medical Heating and Cooling Concession assists South Australians on a fixed or low income who have a clinically verified medical condition which requires the frequent use of heating or cooling in the home to prevent the severe worsening of their condition.

    The Medical Heating and Cooling Concession is currently $274.85 (excluding GST) per annum and is applied directly to your bank account.

    The Australian Government has announced a $1.8 billion extension of the Energy Bill Relief Fund by six months in the 2025–26 Budget. 

    Australian households and eligible small businesses with electricity bills may receive up to $150 in energy bill rebates from 1 July 2025 to the end of 2025. Rebates will be automatically applied to your electricity bill in two $75 quarterly instalments. Most customers do not need to take any action to receive rebates.

    Who is eligible for energy bill relief?

    Households

    Australian households who receive an electricity bill and are connected to the grid, including households in the external and non-self-governing territories, are eligible for rebates to the end of 2025. 

    In most cases, your electricity provider will automatically apply the bill relief to your electricity account, and you will not be required to take any action.

    If you live in an embedded network

    Households in embedded networks (such as where you receive electricity from your strata or landlord in a caravan park, apartment building or retirement home or village) will be eligible for a rebate.

    Small businesses

    Small businesses must meet their state and territory definition of electricity ‘small customer’, as determined by their annual electricity consumption threshold, to be eligible for rebates. The annual electricity consumption threshold for state and territory small business customers is provided below. 

    Small businesses whose annual electricity consumption is above the threshold set by their state and territory government will not be eligible for bill relief. 

    Most eligible small businesses will receive their energy rebate automatically and won’t be required to take any further action.

Annual Electricity Concession

The annual electricity concession provides a daily discount to eligible customers at a cents per day rate. The current concession is 176.866 cents per day.

Eligible cards are:

  • • DHS or DVA Pensioner Concession Card
  • • DHS Health Care Card
  • • ImmiCard (Bridging Visa E)
  • • Tasmanian Concession Card (issued by Department of Communities Tasmania)

Heating Allowance

An allowance of $56 a year is made to eligible pensioners to assist with heating costs. Payments of $28 are made in May and September.

The allowance is available to people who hold a:

DHS or DVA Pensioner Concession Card.

A single pensioner must not have more than $1,750* in cash assets and married/de facto pensioners must not have more than $2,750. *

  • • Respirator (iron lung), 173.377 cents per day
  • • Combination oxygen concentrator and chronic positive pressure and airways regulator, 177.607 cents per day
  • • Phototherapy machine, 247.035 cents per day
  • • Left ventricular assist device, 46.516 cents per day
  • • Nebulisers (mains powered only), 13.146 cents per day

The medical cooling or heating concession provides a daily discount to eligible customers who have, or who live with a person who has, a medical condition that requires the cooling or heating of the customer’s principal place of residence to manage that medical condition. The current concession is 51.906 cents per day.

To apply for this concession, eligible customers need to complete the Application Form and have it certified by their medical practitioner before submitting it to their electricity retailer.

Low Income Household Rebate

The Low Income Household Rebate helps eligible NSW households to pay their energy bills.

The Low Income Household Rebate provides:

$285 (excluding GST) a year to eligible customers who hold an electricity account, or;

$313.50 a year to eligible long-term residents of residential communities (caravan and mobile home parks) and retirement villages who receive electricity bills from their community operators.

Eligibility

To be eligible for the Low Income Household Rebate a person must:

  • • Be a resident in New South Wales;
  • • Be a residential customer of the retailer;
  • • A long term resident of an on-supplied residential community, or a resident of an on- supplied retirement village, or a resident of an on-supplied strata scheme; or
  • • An on-supply customer on or after 1 February 2022; and whose name appears on the electricity account for supply to his or her principal place of residence; and
  • • Hold a: Pensioner Concession Card issued by SA/DVA, SA Health Care Card; or DVA Gold Card marked with:
  • • War Widow or War Widower Pension;
  • • Totally and Permanently Incapacitated (TPI); or
  • • Disability Pension (EDA)

How do I apply for the Low Income Household Rebate?

Different application and payment processes apply depending on whether you hold an electricity account with an electricity retailer of your choice or receive an electricity bill from, or on behalf of, the operator (or strata manager) of an on-supplied residential community, retirement village or strata scheme.

If you are billed for electricity by 1st Energy, you apply for this rebate by phoning your electricity retailer and supplying your concession card or healthcare card details over the phone.

There is no form to apply directly to your retailer for the Low Income Household Rebate.

Family Energy Rebate

The Family Energy Rebate helps NSW family households with dependent children to cover the costs of their energy bills.

The Family Energy Rebate provides eligible households a credit on an energy bill of up to $180.

Am I eligible for the Family Energy Rebate?

To be eligible for the Family Energy Rebate in a given financial year, you must:

  • • Be a resident of New South Wales;
  • • Be a residential customer, or a person with the authority to act on behalf of the residential customer of the retailer:
  • • A long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme;
  • • Whose name appears on the electricity account for supply to her or his principal place of residence; and
  • • Have been assessed by the SA as being eligible for the Family Tax Benefit (FTB) A or B during the financial year immediately preceding the financial year in which an application for the FER is made to have received a payment of FTB in respect of that eligibility.

How do I apply for the Family Energy Rebate?

You can apply in either of two ways:

Download a Paper Application Form, complete and submit via email, fax or post.

If you are a long term resident of an on-supplied residential community, a resident of an on-supplied retirement village or an on-supplied strata scheme, or you do not have an email address, or your energy retailer is not listed in the pull down menu on the online application form, you will need to submit a paper application form. NSW Gas Rebate

On 1 July 2015 the NSW Government introduced a Gas Rebate to help eligible NSW households to pay their natural gas bills.

The NSW Gas Rebate provides:

Eligible NSW households receive the rebate as a credit on each quarterly gas bill, up to a total of $110 per year. The amount is calculated daily from the day you call your supplier and apply. 

Eligibility

To be eligible for the NSW Gas Rebate, you need to:

  • • Be resident in New South Wales; and
  • • Be a customer of the retailer, or a long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; and whose name appears on the gas account for supply of natural gas to his or her principal place of residence; and
  • • Hold either a:
  • • Pensioner Concession Card issued by the DHS/DVA; or
  • • DHS Health Care Card; or
  • • DVA Gold Card marked with either:
  • • War Widow or War Widower Pension; or
  • • Totally and Permanently Incapacitated (TPI); or
  • • Disability Pension (EDA).

Note: Commonwealth Senior Heath Card holders are not eligible for this rebate.

How do I apply for the NSW Gas Rebate?

Medical Energy Rebate

The Medical Energy Rebate is for customers who have an inability to self-regulate body temperature when exposed to extremes (hot or cold) of environmental temperatures. It is associated with certain medical conditions such as Parkinson’s disease and Multiple Sclerosis. However, to be eligible for the Rebate a customer will require a separate diagnosis that they are unable to self-regulate their body temperature.

The Medical Energy Rebate provides:

$285 (excluding GST) a year to eligible customers who hold an electricity account with an electricity retailer of their choice.

Eligibility

To be eligible for the Medical Energy Rebate you need to:

  • • Be resident in New South Wales; and
  • • Be a customer of the retailer, or a long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; and whose name appears on the electricity account for supply to his or her principal place of residence; and
  • • Submit a valid application form as provided by the Department of Industry, Skills and Regional Development (the Department), which will be made available to customers on the Department’s website, duly signed by a registered medical practitioner (who is not the applicant) to verify that either the customer named on the bill or anyone residing at the residence has an inability to self-regulate body temperature; and
  • • Hold either a:
  • • Pensioner Concession Card issued by the DHS/DVA; or
  • • DHS Health Care Card; or
  • • DVA Gold Card.

Note: Commonwealth Senior Health Card holders are not eligible for this rebate.

For the purpose of this rebate, an eligible customer has an inability to self-regulate body temperature where the eligible customer (or someone living at the supply address of the eligible customer) has been assessed by a registered treating medical practitioner (who is not the applicant) who has been treating them for at least three months as meeting at least one Primary Qualifying Conditions AND at least one Secondary Qualifying Conditions.

How do I apply for the Medical Energy Rebate?

If you are an Electricity Retail Customer, you will need to fill out the Medical Energy Rebate Application Form and have it signed by your doctor and submit the completed form to your electricity retailer.

This application form needs to be filled in and signed by your treating physician of no less than three months (if you are treated by the Royal Flying Doctor Service, the same doctor is not necessarily required to have treated you for three consecutive months).

Life Support Energy Rebate

The NSW Life Support Energy Rebate helps pay electricity bills for people who need, or have someone living with them who needs, to use approved energy-intensive life support equipment at home (such as home dialysis, ventilators and oxygen concentrators).

The NSW Life Support Energy Rebate is up to $1,343 per retail (on-market) household, per financial year, depending on the equipment type.

If you are a retail (on-market) customer, 1st Energy can help you apply.

If you are an embedded network (on-supply) electricity customer, you can apply for the NSW Life Support Rebate (on supply).

Note: Embedded network (‘on-supply’) means your electricity is supplied by an embedded network – such as in a residential community, retirement village or strata scheme – and you receive your electricity bill or invoice from the strata manager or community/village operator. If you’re not sure whether you’re an on-supply customer, contact the electricity provider named on your electricity bill.

Eligibility

You may be eligible if you live in NSW and all the following apply:

  • • you have an electricity account for your home in NSW
  • • you’re the account holder (the account and bill must be in your name)
  • • you or someone living with you has been assessed by a registered medical practitioner to verify that the use of the approved life support equipment is required at their principal place of residence.

What you need

  • • the completed form – ‘NSW Life Support Rebate Retail Customer Application’
  • • your registered medical practitioner to complete an assessment and complete and sign the Life Support Medical Practitioner section of the form.

How to apply

  1. 1. Check you meet the eligibility requirements for the rebate.
  2. 2. Select the ‘Download application form’ button.
  3. 3. Complete the ‘applicant’ and ‘patient’ sections in the application form.
  4. 4. Ask your medical practitioner (GP or specialist) to complete the relevant section and sign the declaration.
  5. 5. Contact your electricity retailer and provide them with a copy of your completed form.

More information

  • • You’ll need to reapply for this rebate every 4 years.
  • • Some machines have a part-time and full-time (24 hour a day) rate rebate. Your doctor will need to indicate on the form the rate you use the equipment. 
  • • You can receive more than one rebate if your doctor has prescribed more than one type of machine, such as an oxygen concentrator and a ventilator.
  • • If more than one person uses the approved equipment, you can receive multiple rebates, but you need to submit a separate application form for each patient.
  • • You’ll receive the rebate as a daily credit on each quarterly electricity bill. The amount of the rebate depends on the machine and the number of days in the billing period.
  • • If you change energy providers, you can continue to receive the rebate by submitting a new, signed application form to your new provider.

Energy Accounts Payment Assistance (EAPA)

You may be eligible for Energy Accounts Payment Assistance (EAPA) if you are experiencing payment difficulty because of a short term or emergency crisis. EAPA vouchers are sent electronically to your energy retailer to help pay your home electricity or gas account. Applying for EAPA vouchers involves an eligibility assessment by a NSW Government representative or an approved non-government EAPA provider.

EAPA voucher limits apply, and vouchers can’t be used to put your energy account into credit, on closed accounts, or if your account has already been paid.

Eligibility

  • • Have an electricity or natural gas account for a NSW residential address, which is your primary place of residence and the account must be active at the time of your assessment (all other accounts are not eligible)
  • • Be the electricity or natural gas account holder (your account and bill must be in your name)
  • • Be experiencing a short-term financial crisis or emergency that has caused you financial hardship and impacted your ability to pay your current residential energy bill (in part or in full).

Seniors Energy Rebate

The Seniors Energy Rebate is to provides assistance to eligible customers who receive the Commonwealth Seniors Health Card to help cover the cost of their electricity.

An eligible customer, who completes a valid application and receives confirmation of eligibility from the Department, will be paid the rebate once per financial year into their nominated bank account.

Eligibility

  • • Be a resident in New South Wales;
  • • Be:the primary account holder of an electricity retailer;
  • • A long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; or
  • • An on-supply customer and whose name appears on the electricity account for supply to his or her principal place residence; whose name appears on the electricity account for supply to his or her principal place of residence; and
  • • Hold a Commonwealth Seniors Health Care Card issued by SA/DVA.

1st Energy will identify if you need to apply for the Excess Electricity Concession and provide you with an application form. To apply, affected eligible concession cardholders will need to submit a completed application to the Department of Health & Human Services.

The department will check your eligibility, and advise 1st Energy who will calculate the Excess Electricity Concession and apply the discount to your energy bill.

Recipients of the Life Support Concession and/or the Medical Cooling Concession are exempt from the need to apply for the Excess Electricity Concession and are not required to lodge an application form in order to receive the concession.

Winter Gas Concession

Discounts on gas bills are available for eligible concession card holders to help ease the cost of living during the winter months.

Winter Gas Concession provides:

17.5% off gas usage and service costs.

The concession is calculated after retailer discounts are deducted.

The concession does not apply to the first $62.40 of the six-month winter period bills. This is calculated as a daily rate on each bill.

Households with very high bills (over $1,734.00 in the period from 1 May to 31 October 2022) will need to apply for the excess gas concession to continue to receive a concession on their bill.

A gas account holder who holds one of the following eligible cards:

  • • Pension Concession Card
  • • Health Care Card
  • • Veterans’ Affairs Gold Card

How do I apply for the Winter Gas Concession?

Utility Relief Grant (URG)

The Utility Relief Grant is available to eligible cardholders who are unable to pay their mains electricity, due to a temporary financial crisis.

The Utility Relief Grant provides:

The amount of the grant is based on the balance owing at the time of application.  You can receive a maximum of $650 on each utility type in a two-year period (or $1,300 for households with a single source of energy (for example, electricity only).

Eligibility

This grant is available to both private renters and home owners.

The grant is available for each utility type every two years (from the date of last approval).

You must hold at least one of the following concession cards:

  • • Pensioner Concession Card
  • • Health Care Card
  • • DVA Gold Card

Cards marked ‘dependent’ are not eligible.

Applicants need to demonstrate that unexpected hardship has left them seriously short of money, so that they cannot pay their utility bills without assistance and risk disconnection or non-supply, and meet one of the five following criteria:

  • • A significant increase in usage
  • • A recent decrease in income, for example, loss of employment
  • • High unexpected expenses on essential items
  • • The cost of shelter is more than 30 per cent of the household income
  • • The cost of utility usage is more than 10 per cent of the household income.
  • • Special conditions for non-concession card households

Mains account holders who do not hold a concession card but are registered with their utility company’s hardship program and are part of a low-income household with an outstanding mains electricity, gas or water debt can apply for the grant.

  • • holds an eligible concession card (Pensioner Concession Card, Health Care Card, Veterans’ Affairs Gold Card) and
  • • uses an eligible life support machine or
  • • has a household member who uses an eligible life support machine.

What machines are eligible for the concession?

Approved machines are those that use at least 1,880 kilowatt hours of electricity annually. Machines already approved are:

  • • intermittent peritoneal dialysis machines (electricity)
  • • oxygen concentrators (electricity)
  • • haemodialysis machines (electricity and water).

Applications for other machines must be approved by the department.

Most continuous positive airways pressure (CPAP) machines do not meet the 1,880 kilowatt hour threshold.

How much is the concession?

The electricity discount is the cost of 1,880 kilowatt hours (470 kilowatt hours per quarter) of electricity each year, calculated using the general domestic tariff of your retailer.

How do I apply for the concession?

The application form needs to be completed and signed by your doctor, nurse or hospital social worker confirming your use of a life support machine. Once completed, return the form to 1st Energy.

Electricity Rebate

Queensland pensioners and seniors may be eligible for a rebate to assist with their electricity consumption.

The Electricity Rebate provides:

An Electricity Rebate of $0.9623 (GST exclusive) per day.

Eligibility 

Rebates are available to people who have any of the below: 

  • • Pensioner Concession Card
  • • Department of Veterans’ Affairs Gold Card (and receive the War Widow/er Pension or special rate TPI Pension)
  • • Queensland Seniors Card.
  • • Commonwealth Health Care Card (Electricity Rebate only)
  • • Asylum seeker status (residents will need to provide their ImmiCard details)

To be eligible, the card holder must also live alone or share their principal place of residence with (only) any of the below:

  • • their spouse
  • • other people who hold a Pensioner Concession Card or Queensland Seniors Card
  • • other people wholly dependent on them
  • • other people who receive an income support payment from Centrelink, the Family Assistance Office, or the Department of Veterans’ Affairs and who do not pay rent
  • other people who live with the card holder to provide care and assistance, and who do not pay rent.

If you live in caravan park or multi-unit residential building (e.g. apartment), you must also show that your electricity is paid on the basis of metered consumption.

Home Energy Emergency Assistance Scheme (HEEAS)

The Home Energy Emergency Assistance Scheme:

  • • is for Queensland households experiencing problems paying their electricity or reticulated natural gas bills as a result of an unforeseen emergency or a short-term financial crisis
  • • is one-off emergency assistance to help with paying your home energy bills

The Home Energy Emergency Assistance Scheme:

The Home Energy Emergency Assistance Scheme pays up to $720 once every 2 years.

Eligibility

To be eligible you must be responsible for paying the outstanding bill (the bill does not need to be in your name) and meet one of the following:

  • • hold a current concession card, or
  • • have an income equal to or less than the Australian Government’s maximum income rate for part-age pensioners. Contact Centrelink for details of the maximum income rate.
  • • be part of your energy retailer’s hardship program or payment plan.

Medical Cooling Concession and Heating Electricity Concession Scheme

The Medical Cooling and Heating Electricity Concession Scheme helps with electricity costs for people who have a chronic medical condition, such as multiple sclerosis, autonomic system dysfunction, significant burns or a severe inflammatory skin condition, which is aggravated by changes in temperature.

The Medical Cooling and Heating Electricity Concession Scheme provides:

It currently provides $522.09 (including GST) per year to eligible applicants (eligibility is reviewed every two years).

Residential Energy Concession

Eligible South Australians on low or fixed incomes can apply for help with the cost of energy bills for their principal place of residence.  If you’re eligible for a South Australian energy concession, you’ll need to register via the Department of Human Services. You can apply online or call the Concessions SA Hotline for assistance on 1800 307 758.

SA Concessions Energy Discount Offer

Cost of Living Concession

The Cost of Living Concession helps those on low or fixed incomes with their cost of living expenses, whether that be electricity, water, gas or medical bills.

Medical Heating and Cooling Concession

The Medical Heating and Cooling Concession assists South Australians on a fixed or low income who have a clinically verified medical condition which requires the frequent use of heating or cooling in the home to prevent the severe worsening of their condition.

The Medical Heating and Cooling Concession is currently $274.85 (excluding GST) per annum and is applied directly to your bank account.

Emergency Electricity Payment Scheme (EEPS)

The Emergency Electricity Payment Scheme (EEPS) provides assistance to South Australians who are experiencing significant financial difficulties or are at risk of having their electricity disconnected. EEPS is only accessible through financial counsellors, who will assess the individual’s financial situation before lodging an application. Energy Bill Relief

The Australian Government has announced a $1.8 billion extension of the Energy Bill Relief Fund by six months in the 2025–26 Budget. 

Australian households and eligible small businesses with electricity bills may receive up to $150 in energy bill rebates from 1 July 2025 to the end of 2025. Rebates will be automatically applied to your electricity bill in two $75 quarterly instalments. Most customers do not need to take any action to receive rebates.

Who is eligible for energy bill relief?

Households

Australian households who receive an electricity bill and are connected to the grid, including households in the external and non-self-governing territories, are eligible for rebates to the end of 2025. 

In most cases, your electricity provider will automatically apply the bill relief to your electricity account, and you will not be required to take any action.

If you live in an embedded network

Households in embedded networks (such as where you receive electricity from your strata or landlord in a caravan park, apartment building or retirement home or village) will be eligible for a rebate.

Small businesses

Small businesses must meet their state and territory definition of electricity ‘small customer’, as determined by their annual electricity consumption threshold, to be eligible for rebates. The annual electricity consumption threshold for state and territory small business customers is provided below. 

Small businesses whose annual electricity consumption is above the threshold set by their state and territory government will not be eligible for bill relief. 

Most eligible small businesses will receive their energy rebate automatically and won’t be required to take any further action.

Annual Electricity Concession

The annual electricity concession provides a daily discount to eligible customers at a cents per day rate. The current concession is 176.866 cents per day.

Eligible cards are:

  • • DHS or DVA Pensioner Concession Card

  • • ImmiCard (Bridging Visa E)
  • • Tasmanian Concession Card (issued by Department of Communities Tasmania)

Heating Allowance

An allowance of $56 a year is made to eligible pensioners to assist with heating costs. Payments of $28 are made in May and September.

The allowance is available to people who hold a:

DHS or DVA Pensioner Concession Card.

A single pensioner must not have more than $1,750* in cash assets and married/de facto pensioners must not have more than $2,750. *

  • • Combination oxygen concentrator and chronic positive pressure and airways regulator, 177.607 cents per day
  • • Phototherapy machine, 247.035 cents per day
  • • Left ventricular assist device, 46.516 cents per day
  • • Nebulisers (mains powered only), 13.146 cents per day

Medical Cooling or Heating Concession

The medical cooling or heating concession provides a daily discount to eligible customers who have, or who live with a person who has, a medical condition that requires the cooling or heating of the customer’s principal place of residence to manage that medical condition. The current concession is 51.906 cents per day.

To apply for this concession, eligible customers need to complete the Application Form and have it certified by their medical practitioner before submitting it to their electricity retailer.

Low Income Household Rebate

The Low Income Household Rebate helps eligible NSW households to pay their energy bills.

The Low Income Household Rebate provides:

$285 (excluding GST) a year to eligible customers who hold an electricity account, or;

$313.50 a year to eligible long-term residents of residential communities (caravan and mobile home parks) and retirement villages who receive electricity bills from their community operators.

Eligibility

To be eligible for the Low Income Household Rebate a person must:

  • • Be a resident in New South Wales;
  • • Be a residential customer of the retailer;
  • • A long term resident of an on-supplied residential community, or a resident of an on- supplied retirement village, or a resident of an on-supplied strata scheme; or
  • • An on-supply customer on or after 1 February 2022; and whose name appears on the electricity account for supply to his or her principal place of residence; and
  • • Hold a: Pensioner Concession Card issued by SA/DVA, SA Health Care Card; or DVA Gold Card marked with:
  • • War Widow or War Widower Pension;
  • • Totally and Permanently Incapacitated (TPI); or
  • • Disability Pension (EDA)

How do I apply for the Low Income Household Rebate?

Different application and payment processes apply depending on whether you hold an electricity account with an electricity retailer of your choice or receive an electricity bill from, or on behalf of, the operator (or strata manager) of an on-supplied residential community, retirement village or strata scheme.

If you are billed for electricity by 1st Energy, you apply for this rebate by phoning your electricity retailer and supplying your concession card or healthcare card details over the phone.

There is no form to apply directly to your retailer for the Low Income Household Rebate.

Family Energy Rebate

The Family Energy Rebate helps NSW family households with dependent children to cover the costs of their energy bills.

The Family Energy Rebate provides eligible households a credit on an energy bill of up to $180.

Am I eligible for the Family Energy Rebate?

To be eligible for the Family Energy Rebate in a given financial year, you must:

  • • Be a resident of New South Wales;
  • • Be a residential customer, or a person with the authority to act on behalf of the residential customer of the retailer:
  • • A long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme;
  • • Whose name appears on the electricity account for supply to her or his principal place of residence; and
  • • Have been assessed by the SA as being eligible for the Family Tax Benefit (FTB) A or B during the financial year immediately preceding the financial year in which an application for the FER is made to have received a payment of FTB in respect of that eligibility.

How do I apply for the Family Energy Rebate?

You can apply in either of two ways:

Download a Paper Application Form, complete and submit via email, fax or post.

If you are a long term resident of an on-supplied residential community, a resident of an on-supplied retirement village or an on-supplied strata scheme, or you do not have an email address, or your energy retailer is not listed in the pull down menu on the online application form, you will need to submit a paper application form. NSW Gas Rebate

On 1 July 2015 the NSW Government introduced a Gas Rebate to help eligible NSW households to pay their natural gas bills.

The NSW Gas Rebate provides:

Eligible NSW households receive the rebate as a credit on each quarterly gas bill, up to a total of $110 per year. The amount is calculated daily from the day you call your supplier and apply. 

Eligibility

To be eligible for the NSW Gas Rebate, you need to:

  • • Be resident in New South Wales; and
  • • Be a customer of the retailer, or a long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; and whose name appears on the gas account for supply of natural gas to his or her principal place of residence; and
  • • Hold either a:
  • • Pensioner Concession Card issued by the DHS/DVA; or
  • • DHS Health Care Card; or
  • • DVA Gold Card marked with either:
  • • War Widow or War Widower Pension; or
  • • Totally and Permanently Incapacitated (TPI); or
  • • Disability Pension (EDA).

Note: Commonwealth Senior Heath Card holders are not eligible for this rebate.

How do I apply for the NSW Gas Rebate?

Different application and payment processes apply depending on whether you hold a natural gas account with an retailer of your choice or receive a natural gas bill from, or on behalf of, the operator (or strata manager) of an on-supplied residential community, retirement village or strata scheme.

If you are billed for natural gas by a gas retailer of your choice, you apply for this rebate by phoning your gas retailer and supplying your concession card or healthcare card details over the phone.

There is no form to apply directly to your retailer for the NSW Gas Rebate. Households should call their retailer to apply over the phone.

Medical Energy Rebate

The Medical Energy Rebate is for customers who have an inability to self-regulate body temperature when exposed to extremes (hot or cold) of environmental temperatures. It is associated with certain medical conditions such as Parkinson’s disease and Multiple Sclerosis. However, to be eligible for the Rebate a customer will require a separate diagnosis that they are unable to self-regulate their body temperature.

The Medical Energy Rebate provides:

$285 (excluding GST) a year to eligible customers who hold an electricity account with an electricity retailer of their choice.

Eligibility

To be eligible for the Medical Energy Rebate you need to:

  • • Be resident in New South Wales; and
  • • Be a customer of the retailer, or a long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; and whose name appears on the electricity account for supply to his or her principal place of residence; and
  • • Submit a valid application form as provided by the Department of Industry, Skills and Regional Development (the Department), which will be made available to customers on the Department’s website, duly signed by a registered medical practitioner (who is not the applicant) to verify that either the customer named on the bill or anyone residing at the residence has an inability to self-regulate body temperature; and
  • • Hold either a:
  • • Pensioner Concession Card issued by the DHS/DVA; or
  • • DHS Health Care Card; or
  • • DVA Gold Card.

Note: Commonwealth Senior Health Card holders are not eligible for this rebate.

For the purpose of this rebate, an eligible customer has an inability to self-regulate body temperature where the eligible customer (or someone living at the supply address of the eligible customer) has been assessed by a registered treating medical practitioner (who is not the applicant) who has been treating them for at least three months as meeting at least one Primary Qualifying Conditions AND at least one Secondary Qualifying Conditions.

How do I apply for the Medical Energy Rebate?

If you are an Electricity Retail Customer, you will need to fill out the Medical Energy Rebate Application Form and have it signed by your doctor and submit the completed form to your electricity retailer.

This application form needs to be filled in and signed by your treating physician of no less than three months (if you are treated by the Royal Flying Doctor Service, the same doctor is not necessarily required to have treated you for three consecutive months).

Life Support Energy Rebate

The NSW Life Support Energy Rebate helps pay electricity bills for people who need, or have someone living with them who needs, to use approved energy-intensive life support equipment at home (such as home dialysis, ventilators and oxygen concentrators).

The NSW Life Support Energy Rebate is up to $1,343 per retail (on-market) household, per financial year, depending on the equipment type.

If you are an embedded network (on-supply) electricity customer, you can apply for the NSW Life Support Rebate (on supply).

Note: Embedded network (‘on-supply’) means your electricity is supplied by an embedded network – such as in a residential community, retirement village or strata scheme – and you receive your electricity bill or invoice from the strata manager or community/village operator. If you’re not sure whether you’re an on-supply customer, contact the electricity provider named on your electricity bill.

Eligibility

You may be eligible if you live in NSW and all the following apply:

  • • you have an electricity account for your home in NSW
  • • you’re the account holder (the account and bill must be in your name)
  • • you or someone living with you has been assessed by a registered medical practitioner to verify that the use of the approved life support equipment is required at their principal place of residence.

What you need

  • • the completed form – ‘NSW Life Support Rebate Retail Customer Application’
  • • your registered medical practitioner to complete an assessment and complete and sign the Life Support Medical Practitioner section of the form.

How to apply

  1. 1. Check you meet the eligibility requirements for the rebate.
  2. 2. Select the ‘Download application form’ button.
  3. 3. Complete the ‘applicant’ and ‘patient’ sections in the application form.
  4. 4. Ask your medical practitioner (GP or specialist) to complete the relevant section and sign the declaration.
  5. 5. Contact your electricity retailer and provide them with a copy of your completed form.

More information

  • • You’ll need to reapply for this rebate every 4 years.
  • • Some machines have a part-time and full-time (24 hour a day) rate rebate. Your doctor will need to indicate on the form the rate you use the equipment. 
  • • You can receive more than one rebate if your doctor has prescribed more than one type of machine, such as an oxygen concentrator and a ventilator.
  • • If more than one person uses the approved equipment, you can receive multiple rebates, but you need to submit a separate application form for each patient.
  • • You’ll receive the rebate as a daily credit on each quarterly electricity bill. The amount of the rebate depends on the machine and the number of days in the billing period.
  • • If you change energy providers, you can continue to receive the rebate by submitting a new, signed application form to your new provider.

Energy Accounts Payment Assistance (EAPA)

You may be eligible for Energy Accounts Payment Assistance (EAPA) if you are experiencing payment difficulty because of a short term or emergency crisis. EAPA vouchers are sent electronically to your energy retailer to help pay your home electricity or gas account. Applying for EAPA vouchers involves an eligibility assessment by a NSW Government representative or an approved non-government EAPA provider.

EAPA voucher limits apply, and vouchers can’t be used to put your energy account into credit, on closed accounts, or if your account has already been paid.

Eligibility

  • • Have an electricity or natural gas account for a NSW residential address, which is your primary place of residence and the account must be active at the time of your assessment (all other accounts are not eligible)
  • • Be the electricity or natural gas account holder (your account and bill must be in your name)
  • • Be experiencing a short-term financial crisis or emergency that has caused you financial hardship and impacted your ability to pay your current residential energy bill (in part or in full).

Seniors Energy Rebate

The Seniors Energy Rebate is to provides assistance to eligible customers who receive the Commonwealth Seniors Health Card to help cover the cost of their electricity.

An eligible customer, who completes a valid application and receives confirmation of eligibility from the Department, will be paid the rebate once per financial year into their nominated bank account.

Eligibility

  • • Be a resident in New South Wales;
  • • Be:the primary account holder of an electricity retailer;
  • • A long term resident of an on-supplied residential community, or a resident of an on-supplied retirement village, or a resident of an on-supplied strata scheme; or
  • • An on-supply customer and whose name appears on the electricity account for supply to his or her principal place residence; whose name appears on the electricity account for supply to his or her principal place of residence; and
  • • Hold a Commonwealth Seniors Health Care Card issued by SA/DVA.

*Only applicable to electricity bills which have exceeded $3, 895.13 per year

How do I apply for the Excess Electricity Concession?

1st Energy will identify if you need to apply for the Excess Electricity Concession and provide you with an application form. To apply, affected eligible concession cardholders will need to submit a completed application to the Department of Health & Human Services.

The department will check your eligibility, and advise 1st Energy who will calculate the Excess Electricity Concession and apply the discount to your energy bill.

Recipients of the Life Support Concession and/or the Medical Cooling Concession are exempt from the need to apply for the Excess Electricity Concession and are not required to lodge an application form in order to receive the concession.

Winter Gas Concession

Discounts on gas bills are available for eligible concession card holders to help ease the cost of living during the winter months.

Winter Gas Concession provides:

17.5% off gas usage and service costs.

The concession is calculated after retailer discounts are deducted.

The concession does not apply to the first $62.40 of the six-month winter period bills. This is calculated as a daily rate on each bill.

Households with very high bills (over $1,734.00 in the period from 1 May to 31 October 2022) will need to apply for the excess gas concession to continue to receive a concession on their bill.

  • • Pension Concession Card
  • • Health Care Card
  • • Veterans’ Affairs Gold Card

How do I apply for the Winter Gas Concession?

Utility Relief Grant (URG)

The Utility Relief Grant is available to eligible cardholders who are unable to pay their mains electricity, due to a temporary financial crisis.

The Utility Relief Grant provides:

The amount of the grant is based on the balance owing at the time of application.  You can receive a maximum of $650 on each utility type in a two-year period (or $1,300 for households with a single source of energy (for example, electricity only).

Eligibility

This grant is available to both private renters and home owners.

The grant is available for each utility type every two years (from the date of last approval).

You must hold at least one of the following concession cards:

  • • Pensioner Concession Card
  • • Health Care Card
  • • DVA Gold Card

Cards marked ‘dependent’ are not eligible.

Applicants need to demonstrate that unexpected hardship has left them seriously short of money, so that they cannot pay their utility bills without assistance and risk disconnection or non-supply, and meet one of the five following criteria:

  • • A significant increase in usage
  • • A recent decrease in income, for example, loss of employment
  • • High unexpected expenses on essential items
  • • The cost of shelter is more than 30 per cent of the household income
  • • The cost of utility usage is more than 10 per cent of the household income.
  • • Special conditions for non-concession card households

Mains account holders who do not hold a concession card but are registered with their utility company’s hardship program and are part of a low-income household with an outstanding mains electricity, gas or water debt can apply for the grant.

Life Support Concession

Are you a concession card holder using a life support machine at home? If yes, you could be eligible for concessions on your electricity and water bills.

What does this concession apply to?

Mains domestic electricity accounts.

Who can apply for the concession?

An electricity account holder who:

  • • holds an eligible concession card (Pensioner Concession Card, Health Care Card, Veterans’ Affairs Gold Card) and
  • • uses an eligible life support machine or
  • • has a household member who uses an eligible life support machine.

What machines are eligible for the concession?

Approved machines are those that use at least 1,880 kilowatt hours of electricity annually. Machines already approved are:

  • • intermittent peritoneal dialysis machines (electricity)
  • • oxygen concentrators (electricity)
  • • haemodialysis machines (electricity and water).

Applications for other machines must be approved by the department.

Most continuous positive airways pressure (CPAP) machines do not meet the 1,880 kilowatt hour threshold.

How much is the concession?

The electricity discount is the cost of 1,880 kilowatt hours (470 kilowatt hours per quarter) of electricity each year, calculated using the general domestic tariff of your retailer.

The application form needs to be completed and signed by your doctor, nurse or hospital social worker confirming your use of a life support machine. Once completed, return the form to 1st Energy.

Electricity Rebate

Queensland pensioners and seniors may be eligible for a rebate to assist with their electricity consumption.

The Electricity Rebate provides:

An Electricity Rebate of $0.9623 (GST exclusive) per day.

Eligibility 

Rebates are available to people who have any of the below: 

  • • Pensioner Concession Card
  • • Department of Veterans’ Affairs Gold Card (and receive the War Widow/er Pension or special rate TPI Pension)
  • • Queensland Seniors Card.
  • • Commonwealth Health Care Card (Electricity Rebate only)
  • • Asylum seeker status (residents will need to provide their ImmiCard details)

To be eligible, the card holder must also live alone or share their principal place of residence with (only) any of the below:

  • • their spouse
  • • other people who hold a Pensioner Concession Card or Queensland Seniors Card
  • • other people wholly dependent on them
  • • other people who receive an income support payment from Centrelink, the Family Assistance Office, or the Department of Veterans’ Affairs and who do not pay rent
  • other people who live with the card holder to provide care and assistance, and who do not pay rent.

If you live in caravan park or multi-unit residential building (e.g. apartment), you must also show that your electricity is paid on the basis of metered consumption.

Home Energy Emergency Assistance Scheme (HEEAS)

The Home Energy Emergency Assistance Scheme:

  • • is for Queensland households experiencing problems paying their electricity or reticulated natural gas bills as a result of an unforeseen emergency or a short-term financial crisis
  • • is one-off emergency assistance to help with paying your home energy bills

The Home Energy Emergency Assistance Scheme:

The Home Energy Emergency Assistance Scheme pays up to $720 once every 2 years.

Eligibility

To be eligible you must be responsible for paying the outstanding bill (the bill does not need to be in your name) and meet one of the following:

  • • hold a current concession card, or
  • • have an income equal to or less than the Australian Government’s maximum income rate for part-age pensioners. Contact Centrelink for details of the maximum income rate.
  • • be part of your energy retailer’s hardship program or payment plan.

Medical Cooling Concession and Heating Electricity Concession Scheme

The Medical Cooling and Heating Electricity Concession Scheme helps with electricity costs for people who have a chronic medical condition, such as multiple sclerosis, autonomic system dysfunction, significant burns or a severe inflammatory skin condition, which is aggravated by changes in temperature.

The Medical Cooling and Heating Electricity Concession Scheme provides:

It currently provides $522.09 (including GST) per year to eligible applicants (eligibility is reviewed every two years).

Residential Energy Concession

Eligible South Australians on low or fixed incomes can apply for help with the cost of energy bills for their principal place of residence.  If you’re eligible for a South Australian energy concession, you’ll need to register via the Department of Human Services. You can apply online or call the Concessions SA Hotline for assistance on 1800 307 758.

SA Concessions Energy Discount Offer

Cost of Living Concession

The Cost of Living Concession helps those on low or fixed incomes with their cost of living expenses, whether that be electricity, water, gas or medical bills.

Medical Heating and Cooling Concession

The Medical Heating and Cooling Concession assists South Australians on a fixed or low income who have a clinically verified medical condition which requires the frequent use of heating or cooling in the home to prevent the severe worsening of their condition.

The Medical Heating and Cooling Concession is currently $274.85 (excluding GST) per annum and is applied directly to your bank account. 

To register for the Medical Heating and Cooling concession:

Emergency Electricity Payment Scheme (EEPS)

The Emergency Electricity Payment Scheme (EEPS) provides assistance to South Australians who are experiencing significant financial difficulties or are at risk of having their electricity disconnected. EEPS is only accessible through financial counsellors, who will assess the individual’s financial situation before lodging an application. Energy Bill Relief

The Australian Government has announced a $1.8 billion extension of the Energy Bill Relief Fund by six months in the 2025–26 Budget. 

Australian households and eligible small businesses with electricity bills may receive up to $150 in energy bill rebates from 1 July 2025 to the end of 2025. Rebates will be automatically applied to your electricity bill in two $75 quarterly instalments. Most customers do not need to take any action to receive rebates.

Who is eligible for energy bill relief?

Households

Australian households who receive an electricity bill and are connected to the grid, including households in the external and non-self-governing territories, are eligible for rebates to the end of 2025. 

In most cases, your electricity provider will automatically apply the bill relief to your electricity account, and you will not be required to take any action.

If you live in an embedded network

Households in embedded networks (such as where you receive electricity from your strata or landlord in a caravan park, apartment building or retirement home or village) will be eligible for a rebate.

Small businesses

Small businesses must meet their state and territory definition of electricity ‘small customer’, as determined by their annual electricity consumption threshold, to be eligible for rebates. The annual electricity consumption threshold for state and territory small business customers is provided below. 

Small businesses whose annual electricity consumption is above the threshold set by their state and territory government will not be eligible for bill relief. 

Most eligible small businesses will receive their energy rebate automatically and won’t be required to take any further action.
